Monday saw the announcements of the early retirements of two regional Federal Reserve bank presidents in a single day. This was not a coincidence.      September 27, 2021   Today's Top Stories From the Breitbart News Desk Monday saw the announcements of the early retirements of two regional Federal Reserve bank presidents in a single day. This was not a coincidence. Both Robert Kaplan of the Dallas Fed and Eric Rosengren of the Boston Fed revealed in their official financial disclosure forms that they had been active traders in financial markets during a period in which the Fed was buying trillions of dollars of securities to combat the economic effects of the pandemic. While there may have been nothing illegal about the trades, it struck many observers as unseemly and prompted an ethics review by the Federal Reserve's board. Rosengren and Kaplan were very different, but both embodied important Fed archetypes. Rosengren was a PhD economist who had spent his career at the Boston Fed, rising through the ranks first in the research department and then the bank supervision unit. In short, Kaplan was part of the economist faction at the Federal Reserve. His controversial investments consisted of just over $150,000 in Real Estate Investment Trusts. Kaplan was from the older tradition of Fed presidents who come to the central bank from a long career in banking. Specifically, Kaplan had spent decades at Goldman Sachs, amassing a great fortune and eventually becoming the global head of its investment management and investment banking divisions. His trades dwarfed Rosengren's. In his disclosure forms, he listen over $1 million each in 27 different stocks. Both Kaplan and Rosengren had publicly voiced concerns about financial stability and inflation, leading Fed watchers to suspect that both men would be "hawks" who would push for the Fed to remove monetary accommodation early. This means that the Federal Open Market Committee has lost two members most likely to advocate for a speedier end of the Fed's bond purchases and raising rates. Of the two, only Rosengren is currently a voting member of the FOMC. The Dallas Fed president will rotate into a voting position in 2023. Kenneth Montgomery, first vice-president and chief operating officer of the Boston Fed, will be the acting successor to Rosengren. Kaplan will be replaced in the immediate aftermath of his departure by Meredith Black, first vice-president of the Dallas Fed who had earlier planned to retire in the near term. The ultimate successors will be chosen by the B and C class directors of the regional banks. Given the tenor of the times, it is unlikely that they will be two white men. The real question, however, will be whether the regional bank boards are willing to break with the tradition of appointing economists and bankers to run their institutions. The Reserve Act contemplates leaders coming from a much broader group and representing labor, industrial, commercial, consumer, and farm interests.
