Sanctuary New York Released Nearly 7,000 Criminal Illegal Aliens Including Murderers, Terrorists, and Sexual Predators  12/01/2025 U.S. DEPARTMENT OF HOMELAND SECURITY Office of Public Affairs Sanctuary New York Released Nearly 7,000 Criminal Illegal Aliens Including Murderers, Terrorists, and Sexual Predators  These sanctuary policies that release criminal illegal aliens back onto the streets of New York put American lives at risk  WASHINGTON – U.S. Immigration and Customs Enforcement (ICE) Director Todd Lyons sent a letter to New York Attorney General Letitia James calling on her to put the safety of Americans first and honor ICE arrest detainers of the more than 7,000 criminal illegal aliens in the state's custody including murderers, sexual predators, and those convicted of or charged with weapons offenses. New York's failure to honor ICE detainers has resulted in the release of 6,947 criminal illegal aliens since January 20. The crimes of these aliens include 29 homicides, 2,509 assaults, 199 burglaries, 305 robberies, 392 dangerous drugs offenses, 300 weapons offenses, and 207 sexual predatory offenses. There are currently 7,113 aliens in the custody of a New York jurisdiction with an active detainer. The crimes of these aliens include 148 homicides, 717 assaults, 134 burglaries, 106 robberies, 235 dangerous drugs offenses, 152 weapons offenses, and 260 sexual predatory offenses.    In September, ICE sent a letter to New York Attorney General Letitia James asking for cooperation in honoring ICE detainers on criminal illegal aliens. Her office did not respond.  "Attorney General James and her fellow New York Sanctuary politicians are releasing murderers, terrorists, and sexual predators back into our neighborhoods and putting American lives at risk," said Assistant Secretary Tricia McLaughlin. "We are calling on Letitia James to stop this dangerous derangement and commit to honoring the ICE arrest detainers of the more than 7,000 criminal illegal aliens in New York's custody. It is common sense. Criminal illegal aliens should not be released back onto our streets to terrorize more innocent Americans."  Some of the worst of the worst criminal illegal aliens released by New York sanctuary politicians include:  Steven Daniel Henriquez Galicia was arrested by local authorities for attempted murder and criminal possession of a weapon. Despite an ICE detainer, Henriquez remained at large. On September 20, ICE arrested Henriquez Galicia in Bronx, New York. He is now detained by ICE pending immigration proceedings.   On August 19, 2025, local authorities arrested Anderson Smith Satuye-Martinez, a Crips gang member, for criminal possession of a weapon and possession of a controlled substance. He also has a conviction for assault. Despite an ICE detainer lodged against him, Satuye-Martinez was released by local authorities. On September 11, ICE arrested Satuye-Martinez in Bronx, New York and remains detained by ICE, pending immigration proceedings.   On September 25, 2025, local authorities arrested Jose David Hernandez-Hernandez for rape, strangulation, and assault. Despite an ICE detainer lodged against him, Hernandez-Hernandez was released by local authorities. On October 6, 2025, ICE arrested Hernandez-Hernandez in Bronx, New York and remains detained by ICE, pending immigration proceedings.  The New York Police Department (NYPD) arrested Huseyin Aslan for crimes including rape, assault, and criminal contempt, and he was convicted for aggravated criminal contempt: violating an order of protection and causing physical injury. Despite an ICE detainer lodged against him, Aslan was released after sentencing. On July 22, ICE arrested Aslan. He is now detained by ICE pending the outcome of immigration proceedings. September 23, 2025, local authorities arrested Aurellano Garcia Fiorentino for assault and endangering the welfare of a child. Despite an ICE detainer lodged against him, Garcia was released. On September 24, 2025, ICE New York arrested Garcia during a targeted enforcement action. On October 25, 2025, Garcia was removed to Mexico.  Local authorities arrested Selman Cevik, a criminal illegal alien from Turkey on September 8, 2025, for menacing in the first degree and harassment in the first degree. Cevik is identified as a Known or Suspected Terrorist (KST), with notifications made to the Terrorist Screening Center. Despite an ICE detainer lodged against him, local authorities released Cevik. On September 13, 2025, ICE New York arrested Cevik and he remains detained by ICE, pending immigration proceedings.  Vyacheslav Danilovich Kim was arrested by NYSP for use of a child less than 17 years of age in a sexual performance; rape in the second degree; disseminate indecent materials to minors; and patronizing a person for prostitution in the second degree of a person less than 15 years of age. On February 27, 2013, Kim was convicted and sentenced him to time served and 5 years' probation.  Albany County and New York Probation refused to assist ICE in locating and/or arresting Kim, instead, ICE arrested him on September 13, 2024, as he left an appointment with his probation officer and removed him from the U.S.  Alexander Moreno Montoya has extensive criminal history including charges for assault on a police officer, criminal possession of a weapon, and cocaine possession. Despite ICE's detainers, Moreno was released by local authorities on March 17, 2025, after his detention at Rikers Island. On July 8, ICE NYC located Moreno and removed him from the United States. Despite an ICE detainer lodged against him, local authorities released Diego Fernando Huischa following his March 7, 2025, arrest for robbery; assault with intent to cause physical injury; and harassment with physical contact. Huischa self-admitted to past affiliation with the Vatos Locos gang in Ecuador, where he held the rank of captain. On June 12, ICE NYC located and arrested Huischa. On July 1, he was removed from the United States.  On April 10, 2024, ICE New York arrested Sebastian Jaramillo-Balanta. Despite an ICE detainer lodged against him, the New York Department of Corrections released Jaramillo on March 25, 2024, after he posted bail for multiple criminal charges, including assault, grand larceny, and criminal possession of stolen property. Jaramillo is now detained by ICE pending removal proceedings.  On March 27, 2025, ICE Buffalo arrested Manuel Rigoberto Tacuri Quishpi. He was previously deported by ICE in 2024 and had three previous DUI convictions in New York State before being arrested by NYSP on March 26, 2025, for another DUI. ICE issued a detainer to the Albany County Jail where Tacuri was being held. The ICE detainer was not honored, and Tacuri was subsequently released by NYSP -forcing ICE to arrest him at his residence.  On January 30, 2025, ICE Buffalo arrested Jesus Romero-Hernandez. Despite an ICE Immigration Detainer and Warrant of Arrest signed by a Federal Magistrate from the Northern District of New York stemming from a pending reentry of removed alien investigation, Tompkins County Jail released Romero after serving a 179-day sentence for assault, stemming from an incident where he used a machete to attack his victim on the streets of Ithaca. According to local reports, on November 24, 2025, Rajinder Kumar, a criminal illegal alien from India, jackknifed his semi-truck and trailer blocking both lanes of U.S. Highway 20. A Subaru Outback collided with the semi-truck, tragically killing both the driver, William Micah Carter, and passenger, Jennifer Lynn Lower. Kumar entered the U.S. illegally near Lukeville, Arizona on November 28, 2022, and was released into the country by the Biden administration. The illegal alien was issued a commercial driver's license from Gavin Newsom's California and given a work authorization in 2023 by the Biden administration. "Rajinder Kumar, a criminal illegal alien from India, was released into our country under the Biden administration and issued a commercial driver's license by Gavin Newsom's Department of Motor Vehicles. Kumar is currently housed at the Deschutes County jail pending charges for criminally negligent homicide and reckless endangering.  Since Oregon is a sanctuary state, ICE will make all necessary efforts to bring Kumar into custody should he be released from custody.  In August, ICE lodged an arrest detainer for a criminal illegal alien—Harjinder Singh—following his arrest for three counts of vehicular homicide while driving a semi-truck in Florida. In August, ICE arrested Partap Singh, a criminal illegal alien from India, who caused a multi-car pileup while driving a commercial 18-wheeler in the sanctuary state of California. The accident left 5-year-old Dalilah Coleman with critical, life-altering injuries. In October, ICE lodged an arrest detainer for a criminal illegal alien—Jashanpreet Singh—who killed three people in California while driving an 18-wheeler under the influence. He posted on Instagram videos of him threatening law enforcement outside the ICE facility in Portland "I'll have your wife looking at your head while I f**k her," and "his wife will love looking at his f***ing head when she gets it in the mail." He also repeatedly refers to himself as Osama bin Laden. "This man is now facing federal charges for making violent threats against ICE law enforcement and their families," said Assistant Secretary Tricia McLaughlin. A contract Protective Security Officer (PSO) heard the man yelling anti-ICE comments at the officers on the sidewalk off property. He proceeded to throw two Molotov cocktails at officers guarding the building.   The suspect was taken into custody and stated that he wanted to blow up the building and "spray down" all the officers while making more derogatory comments about ICE officers. Fortunately, the bottles were not lit and did not catch fire and there were no injuries or damage to federal property. He also had four knives and a Leatherman tool on him at the time of his arrest.   "This was a clear and deliberate attack on federal law enforcement, and it is emblematic of the constant attacks these brave men and women endure day in and day out as they put their lives on the line to arrest murderers, rapists, and gang members," said Assistant Secretary Tricia McLaughlin. "Our officers are facing mass assaults, vehicles used as weapons against them, and even targeted shootings. Jorge Alberto Menjivar, a criminal illegal alien from El Salvador, convicted for three counts of aggravated rape of a child and three counts of rape of a child by force in Woburn, Massachusetts. Jean Saint-Cyr, a criminal illegal alien from Haiti, convicted for assault in Brooklyn, New York. Luis Angel Escobar-Negrete, a criminal illegal alien from Mexico, convicted for aggravated assault with a deadly weapon in Hidalgo County, Texas. Raul Rodriguez-Martinez, a criminal illegal alien from Mexico, convicted for second degree robbery with enhancement using a firearm in Santa Ana, California. # # # Four-Time Removed Criminal Illegal Alien Kills 11-Year-Old Boy in Hit-and-Run in Sanctuary California 12/02/2025 U.S. DEPARTMENT OF HOMELAND SECURITY Office of Public Affairs Four-Time Removed Criminal Illegal Alien Kills 11-Year-Old Boy in Hit-and-Run in Sanctuary California DHS calls on Governor Newsom to ensure ICE's arrest detainer on this criminal illegal alien is honored WASHINGTON — U.S. Immigration and Customs Enforcement (ICE) announced they lodged an immigration detainer with the San Diego Sheriff's Office for Hector Balderas-Aheelor, a criminal illegal alien from Mexico, after his arrest for a felony hit-and-run that killed an 11-year-old boy on Thanksgiving morning. 11-year-old Aiden Antonio Torres De Paz, fatally hit by a criminal illegal alien who then fled the scene According to local reports, on Wednesday, November 26, 2025, 11-year-old Aiden Antonio Torres De Paz was attempting to retrieve a soccer ball outside of his residence in Escondido, California, when he was run over by a vehicle. The driver of the vehicle, Hector Balderas-Aheelor, then sped off. Aiden died from his injuries the following day on Thanksgiving morning. Police apprehended Hector Balderas-Aheelor and ICE issued an arrest detainer. "Thanksgiving should be a day of celebrating family and giving gratitude, but instead the family of Aiden Antonio Torres De Paz mourned this beautiful child's death because a criminal illegal alien stole his life. "Hector Balderas-Aheelor was previously removed FOUR times before he chose to commit a felony and illegally re-enter the country a fifth time. This funding is in addition to more than $2 billion in FEMA funding for U.S. Army Corps of Engineers mission assignments supporting massive statewide debris clearance since President Trump took office. "This investment will repair and restore critical public infrastructure across North Carolina, including schools, public safety facilities, utilities, and community services," said Secretary Noem. "North Carolina communities are rebuilding stronger, and today's approvals show this Administration's commitment to cutting red tape and getting recovery dollars out the door faster. Here are some of the notable FEMA grants obligated to the state and communities: $10.7 million to the City of Asheville for multiple projects including permanent repairs to the Bee Tree Dam and emergency protective measures taken by the city's Water Resources Department. $7.4 million to the North Carolina Department of Transportation for road repairs across Alleghany, Avery, Buncombe, Caldwell, and McDowell counties. $3.4 million to Avery County for repairs to the senior center and administrative building. $1.6 million to the Town of Beech Mountain for emergency protective measures taken following Helene, including temporary power to the emergency operations and mass distribution centers.   $1.2 million to the Town of Spruce Pine for repairs to their water and wastewater distribution systems. $1 million to North Carolina Emergency Management for additional reimbursements for emergency protective measures, including activation for the state's emergency response center critical life-saving public information.   FEMA is reimbursing Helene costs at no less than a 90% federal share, an enhanced level of support reserved for the most significant disasters, through its Public Assistance program which provides funds for state and local governments response and recovery work. According to local reports, Alva-Rodriguez was driving a 2005 Toyota Tacoma with a 24-year-old passenger when he recklessly crossed over the solid double-yellow line into oncoming traffic and collided head-on with a 2018 Toyota Camry. Five victims were transported to area hospitals by helicopter while three others were taken by ambulance. Tragically, an 8-year-old girl died. ICE lodged an arrest detainer to ensure Oscar Gerardo Solorzano-Garcia is not released back into North Carolina neighborhoods. He entered the country illegally for a third time at an unknown date and location.    Last month, DHS announced DHS law enforcement is surging resources for Operation Charlotte’s Web in North Carolina. This operation targeted the criminal illegal aliens who flocked to the Tar Heel State because they knew sanctuary politicians would protect them and allow them to roam free on American streets.
