| | Secretary Noem Approves $1 Million in Expedited Funding for Alaska to Assist with October Storm Recovery Efforts | | The funding is part of FEMA’s disaster assistance program, which reimburses state, tribes, and local governments WASHINGTON – Today, Secretary Kristi Noem announced that the Department of Homeland Security is expediting $1 million in up-front FEMA funding to help Alaska recover from the devastation of Typhoon Halong in early October. “Under President Trump and Secretary Noem’s leadership, FEMA is moving at an unprecedented speed to provide Alaska with immediate support that it needs to recover from this tragedy,” said Assistant Secretary Tricia McLaughlin. “Disasters are best managed when they’re state managed, locally executed, and federally supported. From FEMA’s on-the-ground efforts to the U.S. Coast Guard’s successful rescue operations, DHS is ensuring that Alaskans are getting the help they need.” This funding, which will be immediately accessible, will be used to stabilize dangerous conditions and help communities stay safe. Coast Guard crews conducted a total of 8.5 hours of aerial searches and searched a total of 88 square miles. The new regulations provide FPS charging authority to correlate with DHS 40 U.S.C. §1315 enforcement authority and are an essential tool in addressing the recent surge in violence at DHS facilities. The new regulations, 6 C.F.R. Part 139, initially scheduled to take effect January 1, 2026, will instead go into effect November 5, 2025 to address a recent surge in security and public safety threats. Additionally, FPS has provided recommended updated collateral fee schedules to allow U.S. District Courts to set fines to reflect the serious nature of the prohibited conduct. A violation of 6 C.F.R. Part 139 is a Class C misdemeanor, punishable up to 30 days in jail, a fine up to $5000, or both. Examples of the violations, which may be charged both on and off federal property: - Disorderly conduct;
- Wearing a mask or hood that conceals identity while committing a crime;
- Obstructing access to federal property;
- Impeding the performance of official duties of Federal employees;
- Threatening to commit any crime of violence;
- Tampering with Government IT systems (including card readers);
- Creating any hazard or threat of hazard on Federal property to persons or things; and
- Causing an unmanned aircraft or system to take off, land, or damage federal property.
"DHS is using every tool possible to protect the lives of our law enforcement as they face a surge in violence and lawlessness at many of our federal facilities. We've seen rampant violence against law enforcement including our officers shot at, rammed by vehicles, assaulted and threatened," Assistant Secretary Tricia McLaughlin said. - $14.8 million to Henderson County for the removal of 55,200 cubic yards of vegetative debris, 19,600 cubic yards of commercial and demolition debris, more than 270 hazardous trees and 140 hanging limbs from private property and rights of way, to protect public safety.
- $9.6 million to Buncombe County for emergency protective measures, private property debris removal throughout the county and repairs to several gravel roads and culverts damaged by excessive rain and wind from Helene.
- $1.6 million to the town of Boone for repairs to road sections on Hunting Hills Lane including the removal and replacement of asphalt, pavement and guard rails as well as the installation of soil nail walls to mitigate similar damage from high velocity waterflows in the future.
- $1.4 million to the North Carolina Department of Cultural Resources for repair work at Paddy's Creek Beach and Catawba Beach including restoration of beach sand, the retaining wall and channel stone lining.
- $1.3 million to the Buncombe County Board of Education for repairs to the North Buncombe Middle School and the Sand Hill Venable Elementary School, including soil replacement and removal and replacement of steel pipes, among other work, to keep students and faculty safe during another flooding event.
To date, more than $957 million has been provided to North Carolina for road repair, debris removal, critical infrastructure repair and emergency protective measures for the 2024 Hurricane Season. On November 6, 2025, ICE conducted a targeted operation to arrest Ojeda-Montoya, a criminal illegal alien who entered the country under the Biden administration. During ICE's targeted vehicle stop of Ojeda-Montoya, her child and husband were in the car. The child was seated in the lap of the mother in the front seat of the car—recklessly endangering the child. The child was not in the safety of a car seat. Juliana Milena Ojeda-Montoya Officers informed Ojeda-Montoya they had a warrant for her arrest and requested she give the child to her husband, Carlos Zapata Rivera. She refused until the moment her husband purported to have a medical episode. Her husband, also an illegal alien from Ecuador, refused medical help and displayed absolutely no signs of medical concerns just moments later. ICE called 911 but the illegal alien refused any medical care. Despite ICE law enforcement officers' several attempts to deescalate the situation and repeated requests that the father take custody of the child, both parents stated they were willing to put the child into state custody. Once Zapata Rivera realized he would be arrested for immigration violations if he did not agree to take custody of the child, he suddenly decided to be a good father and left with the child. During the arrest, Ojeda-Montoya resisted, and a crowd of agitators formed. Some of these agitators began shouting obscenities, death threats, and antisemitic remarks at officers including: - "You probably support Israel too...you look like a Jew... I bet you are a f***ing Jew."
- "I'm going to remember those eyes...I'm going to find you... I'm going to come for you... I know you probably have kids... We're going to kill you and your kids... I am going to shoot all of you."

On February 22, 2023, the U.S. Border Patrol arrested Ojeda-Montoya after she illegally entered the United States near Lukeville, Arizona. She was later released into our communities under the Biden administration in March of the same year. Ojeda-Montoya was transported to Cumberland County Jail in Scarborough, Maine and will remain in ICE custody pending removal proceedings.
